Supervision Responsibilities:† Manages HIPís Homeless Adult Full Service Partnership (FSP) staff and may supervise interns

Summary:† Under the general direction of Director of Mobile Homeless Services, the Program Manager of the Homeless Innovations Project provides leadership and oversight of program composed of multiple, multi-disciplinary service teams. In addition, provide integrated, wrap around services to individuals with mental health needs and other potential co-occurring conditions who are experiencing hardships.

  • Oversee, monitor and analyze the programís budget and billing goals in a manner that aligns with programís funding streams and targeted fiscal goals
  • Ensure ongoing quality assurance checks of member files and facilities; ensure all notes and data collection are complete, timely, and accurate in the database and/or e-charts through on going chart reviews
  • Provide leadership and oversight to teams, ensuring excellent care and services are provided to members/clients and ensuring compliance with DMH and MHALA standards.
  • Provide ongoing strategic direction, support and training to social service staff; provide leadership in developing and refining site programs and procedures†
  • Recruit, hire, supervise, train, direct, evaluate, reward, discipline and terminate assigned staff in accordance with organizational policy and applicable laws and regulations. Assist in the supervision of interns
  • Serve as a key liaison with partnering agencies, such as but not limited to the City of Long Beach, funders, and members of the local community around issues and partnerships related to this department
  • Assume leadership or delegates leadership of the day-to-day operations of the team as needed; participate as a lead in team, staff and community meetings
  • Assist and participate in the planning of site meetings, site planning sessions and site staff development activities.† Assume a leadership role in developing and refining site programs, policies and procedures
  • Work in partnership with other homeless services in order to deliver services to the most vulnerable individuals with mental health, substance abuse and chronic physical health conditions
  • Actively participate and represent agency as related to MHSA Innovations learning collaborative; lead and attend planning and administrative meetings as required by funding sources; participate actively in site training efforts†
  • Work with community partners, develop relationships and participate in meetings and collaboration related to community wide homeless services
  • Participate as an active member of the site leadership team, quality improvement, safety committee or other leadership teams as needed or assigned
  • Work closely with agency leadership, including Development, Finance, Evaluation/Contracts, Training, Real Estate, HR, and Policy around initiatives and issues connected with department
  • Provide timely information and feedback to Chief Services Officer with regard to emergent staff, team or member issues
  • Partner with pre-licensed, licensed staff who can make clinical treatment decisions within the team setting as needed to understand clinical information, education and/or treatment decision process
  • Assist and participate in the planning of site meetings, site planning sessions and site staff development activities.† Assume a leadership role in developing and refining site programs, policies and procedures
  • Oversee and advocate on behalf of the member to help him/her obtain and keep housing, health care benefits, entitlements, etc.
  • Provide individual and group coaching, counseling mentoring instruction, training, feedback and positive reinforcement for members in areas such as money management, grooming and hygiene, meal preparation, public transportation, and other independent living skills
  • Advocate on behalf of program participants with local politicians, government institutions and civic organizations. Organize and actively participate in educational, public relations, advocacy and fund raising events at the local, state, national and international level.† Network with peers in other community service agencies to share ideas and resources, develop effective programs, solve common problems and maintain a professional network of referral resources
  • Read, perform researches, attend classes, workshops or seminars and participate in other professional development activities in order to maintain and enhance personal and professional skills
  • Maintains all records and documentation as required for program compliance and accountability in accordance with MHALA standards and funding source requirements

Position requirements:

  • Minimum three year experience providing psychosocial rehabilitative services to a disabled population required
  • Bachelor degree in a human service or related field or certification in a mental health specialty i.e. LCSW, ASW, RN, LVN, LPT, drug alcohol rehab counselor preferred.
  • Experience in a supervisory/leadership role preferred
  • Willingness to become LPS designated to write 5150 holds for members when needed
  • Demonstrated ability to provide supervision and leadership to diverse staff who possess a wide range skills, abilities and professional competencies.
  • Hospice experience medical and/or in a hospital setting is preferred; able to understand the emotional stages of grief is highly desired.
  • Must have good basic English writing skills, good basic computer skills and be highly organized.† Must have excellent communication skill.
  • Must be able to have the ability to juggle multiple tasks without losing productivity.
  • Must function well in a team-oriented approach to member services; demonstrate knowledge of community resources.
  • Proficient in computer applications such as Microsoft Word, Excel and Outlook.
  • Must have experience and skills in program development, working with blended funding sources and experience with HUD and LACDMH contracts.
  • Must possess a high level of tolerance and understanding for a work atmosphere that is very busy and highly unstructured and for individuals who present for services with urgent multiple needs, issues and problematic behavioral characteristics.
  • Must know or very quickly become knowledgeable of the characteristics of individuals who are substance abusing and/or dually diagnosed, and have knowledge of local services available for dually diagnosed individuals.
  • Must have a valid CPR certificate.
  • Flexible work schedule to include some evenings or weekends, and on call cell phone services when necessary.
  • Driving with current class C driverís license, a vehicle for transportation, proof of valid automobile insurance, the ability to be ensured by MHA liability insurance are conditions of employment.
  • TB clearance and yearly re-testing are conditions of employment.
